Terms of Reference For North Wales RSL Equality Partnership

1: Constitution

The North Wales RSL Equality Partnership (NWREP) comprises of representatives from North Wales based housing associations, consisting of Clwyd Alyn Housing Association (a member of the Pennaf Housing Group), Cymdeithas Tai Clwyd, Cymdeithas Tai Eryri, Cymdeithas Tai Gogledd Cymru / North Wales Housing Association and Wales and West Housing Association.

The partnership is also supported by the North Wales Race Equality Network (NWREN).

The members of the Partnership are all providers of low cost housing for rent or purchase who operate on a "not for profit" basis across North and Mid Wales (Conwy, Denbighshire, Flintshire, Gwynedd, Ynys Môn, Wrexham and Powys).

The group will consider the six main strands of equality: Age, Gender, Disability, Race, Religion or Belief and Sexual Orientation. It covers both the employment and service delivery practices of the Partnership organisations, seeking to ensure that the services we all provide are representative and inclusive for all customers and staff.

Meeting for the year will be planned in advance and an agenda will be sent out with at least 7 days notice with previous minutes. To be focussed and efficient, the Group will comprise of no more than twelve representatives.

2: Aim

•  To provide a forum where strategies, action plans, performance, policies and procedures relating to issues of equality and diversity can be developed, examined and reviewed.
•  To develop a consistent a robust approach to Equality and Diversity within the partner organisations.

3: Responsibilities/objectives

•  To agree the Diversity Strategy and BME Housing Strategy and associated action Plans
•  To drive and monitor the Associations action plan.
•  To make suggestions to ensure we are providing fair and accessible services
•  To agree annual goals and targets to assist the partnership organisations in meeting its legal and regulatory requirements on all equalities legislation and regulations
•  To monitor performance on a quarterly basis on equality and diversity, including operations, harassment, hate crime incidents, resident and staff satisfaction and employment performance.
•  To develop future diversity action plans and make suggestions to take equality forward
•  To review equality monitoring statistics, areas of under representation, and consider options to redress any imbalance.

4. Chair

The Chair of the Group will be decided by the partnership and will be for a one year term.

5. Frequency of Meetings

The meeting will be held on a quarterly basis, and more frequently if appropriate.

6. Administration and Review

•  The meeting will be organised by the chair.
•  Minutes will be taken by a member of the group.
•  The Terms of Reference and relevance of the group will be reviewed on an annual basis.

7. Reports/action plans

•  An annual Equality and Diversity report will be developed to review progress
•  An annual Equality Action Plan will be developed to run from April to April.
•  An annual Black & Minority Ethnic Action plan will be developed to run from April to April.
